The Board of Trustees of the Local Government Development Foundation (LOGODEF) in its Board Resolution No. 88 dated 28 October 2004 authorized the creation of the Strategic Studies Council (SSC). it is an adjunct component of the LOGODEF which functions as think tank under the supervision of the Foundation Executive Director. There is a symbiotic relationship between the SSC and the Inter-Municipal Team (IMT). The Bulacan IMT will benefit from the theoretical exercises of the SSC. And the SSC on the other hand can solicit empirical data / validation from the environment and operations of IMT.
SSC Objectives
The Council enbanc identifies issues and problems in local governance that have predictive implications. It undertakes analysis of local government issues with the ultimate objective of recommending policy options for those who advocate legislative measures and formulate public policies concerning local government administrators. To be able to perform its mandate, the council regularly monitor developments in local government, dialogue with relevant institutions and individuals who are knowledgeable and competent to evaluate the ramifications of local governance and its environment.
What the council primarily aims to accomplish is to provide relevant and useful data and information to:
Local Government Committees in both the Houses and the Senate Congress of the Philippines, as these offices formulate local government bill or in the review of legislative proposals from external sources.
Various Leagues of Local Governments and provide technical support to these associations when they lobby for the interest of their respective members.
Individuals and institutions interested in or working with local governments.
KAS Representative SSC Members
The Council is composed of specialists with interdisciplinary background, with long experience on their chosen career. Most are with doctoral degrees and international work experiences in public administraton, local government, political science, development administration, environmental management, community development, education and law. Each member presents at least two policy papers every year and is entitled to a modest honorarium for the effort. The Council meets at least once every quarter or as often as the exigency of council requires. A member holds an appointment as Council Fellow for a period of one year.
Other Services of the SSC
The other services of the Council includes publication service, referral, system and consultancy work.
Funding of the SSC
The main source of funds for the SSC is the financial support of the Konrad Adenauer Stiftung (KAS) in the Philippines and the KAS Regional Office in Singapore. Limited funding support was received from local governments and international organizations, the council have worked worth or assisted.
