The following are projects that were accomplished by LOGODEF from 1991 up to the present.

| Konrad Adenauer Foundation (KAS) approved a five year grant for LOGODEF. The agreed program was the implementation of the Local Government Capability Building Program (LGCBP) in the province of Bulacan with Calumpit and Hagonoy as First Generation municipalities. | |
| The area coverage of the LGCBP expanded to the towns of Bustos, Marilao, Meycauayan and Sta. Maria in Bulacan. Inter-Municipal Action Team (IMAT) composed of technical staff in the pilot towns was organized. LOGODEF arranged a series of training sessions for the IMAT with the objective of building the capability of local civil service professionals who will carry out capability building activities in the pilot towns | |
| Konrad Adenaeur Foundation approved the inclusion to the project of the municipalities of Balilihan and Tubigon which were selected by the Provincial Government of Bohol. The inclusion of Bohol Province was in response to the request of the League of Provinces that LOGODEF activities be made visible in Central Visayas. | |
| Other towns of the Province of Bulacan were included as Second Generation pilot municipalities. These were Bocaue, Bulacan, Guiguinto, Paombong, Pulilan and San Miguel. The Mayors of the twelve (12) pilot areas organized the Conference of Mayors (COM) and signed a Memorandum of Agreement with the concurrence of their respective Sanggunian (Legislative Council) to continue the task of capability building even after their term of office expires in 1998. | |
| A KAS mission composed of Dr. Wolfgang Schuster, Burgermiester (Mayor) of Stuttgart, Federal Republic of Germany as Senior Program Coordinator and Dr. Wilfredo Carada of the University of the Philippines, Los Banos as counterpart local evaluator conducted an assessment of the achievements made by the LOGODEF after seven years of its operation. The team recommended, among others, two proposals, 1) LOGODEF to get involved in environmental management and 2) to increase its international programs. The Konrad Adenauer Medal of Excellence (KAME) was awarded for the first time in the Philippines. The first sets of winners were Governor Roy Padilla of the Province of Camarines Norte, Mayor Jesse Robredo of Naga City, Mayor Ramon Reyes of Alicia, Isabela and Barangay Captain Ignacio Rivera of Camp 3 Tuba, Benguet. | |
| This year is a banner year for LOGODEF. It has succeeded in forming the East and Southeast Asia Network for Better Local Governments (ESEA). The Foundation led in the advocacy of local governments increasing their international relations in response to globalization. LOGODEF has made significant strides in helping local governments increased their capacities on environmental protection and management. | |
| The Konrad Adenauer Local Government Award (KALGA) was conferred for the first time in the Philippines to selected cities in East and Southeast Asia. The Golden Medal award was given to Kumi City, South Korea while Silver Medals were given to the Cities of Semarang, Indonesia, Kuantan, Malaysia, Irosin, Philippines, Saensuk, Thailand and Ha Long in Vietnam. The six (6) comprised the East and Southeast Asia Network of Better Local Governments (ESEA) with LOGODEF and KAS as the Regional Secretariat of the Network. | |
| The second Konrad Adenauer Medal of Excellence (KAME II) was prestigiously awarded to Governor Rodolfo Agbayani of Nueva Vizcaya; Mayor Bayani Fernando of Marikina City; Mayor Berthobal Ancheta of Valencia, Bukidnon and Barangay Captain Oroncio Kilem of Barangay Poblacion, Malitbog, Bukidnon. In addition to this, Governor Josefina dela Cruz of the Province of Bulacan and Mayor Katherine Gordon were awarded the second Konrad Adenauer Local Government Award (KALGA II) and conferred as an honorary member of the East and Southeast Asia Network for Better Local Governments (ESEA) including the City of Phitsanulok in Thailand in lieu of Saensuk City. | |
| LOGODEF prepared data and information for the Senate Committee on Local Government in data banking, conduct of public learning on the proposed amendment to the Local Government code and strengthening the Committee's function to back stop the Senate in aid of local government-related legislation. LOGODEF through Board Resolution No. 78 approved its paradigm shift from piloting local government programs in some sixteen (16) municipalities in the Provinces of Bulacan and Bohol to developing an Information Resource Center for local authorities. Emphasis in the new paradigm will focus on sourcing useful information for policy recommendation to the Local Government Committees in Congress and will also include extensive program shift towards active institutional networking at the international level and the initiation of global net projects. | |
| The 9th Regional Conference of the ESEA Cities was held in Bali Intercontinental Resort, Bali, Indonesia on July 14-18, 2001. LOGODEF assisted the Local Government Committee of the Senate chaired by Senator John H. Osmeña in the review of the Local Government Code of 1991, paving the way for the enactment of Joint Resolution No. 3 passed by both the House of Representatives and Senate of the Philippines creating among others, a Congressional Commission that will review the state of local governance in the country. | |
| The 10th Regional Conference of the ESEA Cities was held in Raffles Hotel, Le Royal in Phnom Penh, Cambodia on May 6 and 7. LOGODEF will manage the international Seminar on Philippines local Agenda 21 in Cebu city sometime May 2002 in cooperation with the Konrad Adenauer Foundation (KAF), the German Technical Cooperation (GTZ), the German Development Service (DED), the Freidrich Ebert Foundation? and the Carl Duisberg Gesellschaft. LOGODEF to assist the Local Governance Commisssion in its mandated powers and functions to review local government administration in instituting progressive policies and the initiation of administrative reforms in the Philipine local government system. The Foundation continues to ploting the Performance Indicator Project in selected municipalities in Bulacan and Bohol. LOGODEF completes the Mariculture Project in the Municipality of Tubigon, Bohol. Study with the assistance of the Konrad Adenauer Foundation (KAF) the organization of a National Secretariat for Federalism which will provide country-wide assistance in to those advocating the federal system of government. As part of its international program other than the ESEA Network. LOGODEF will continue to assist in cooperation with Chulalongkom University - the Ministry of Interior of Thailand and the Ministry of Home Affairs in Indonesia also in collaboration with the Institute of Local Government Studies (ILGAS) and the International Union of Local Authorities (IULA) - on the implementation of their respective Decentralization Act and Regional Autonomy Law. | |
| The year began with the LOGODEF helping capacitate ADEKSI, (an Association of Local Legislators), in Jakarta, Indonesia including the facilitation of a Memorandum of Understanding between ADEKSI and the League of Municipalities of the Philippines to exchange experiences and best practices in local governance. These activities were coordinated by the Konrad Adenauer Foundation Office in Indonesia. In May, the Executive Director of LOGODEF sat as the lone representative from Asia in a four-member international panel of the World Parliamentarians Conference on Habitat with the theme on Sustainable Cities in the Reichstag (German Parliament) in Berlin. In June, LOGODEF was requested by the Konrad Adenauer Foundation Office in Hanoi to assist in the reorganization of the Association of Vietnamese Cities (ACVN), the purpose of which was to integrate into the countrywide association of big cities like Da nang, Ho Chi Minh (Saigon) Haiphong and Hanoi. A series of consultation seminars were also provided to the senior officials of the Ministry of Interior in Hanoi. In August, LOGODEF was represented in an international team of consultants of a Japanese Government Grant, the Metro Manila Earthquake Impact Reduction Study (MMEIRS) which was due for completion on March 2004. In September, LOGODEF signed a Memorandum of Agreement with GTZ, to assist the German Development Assistance office in its local government capacity building program under the umbrella of the Siquijor Integrated Resource Management Project (SIRMAP) in the Province of Siquijor. LOGODEF?s service contract to terminate in February 2004. In December, LOGODEF and the Konrad Adenauer Regional Office in Singapore held the 11th? International Conference of the East and Southeast Asia Network for Better Local Governments (ESEA) with the theme, Social Justice at the Hyatt Hotel, Manila, December 3-4, 2003 On December 5, Konrad Adenauer Medal of Excellence (KAME) III was awarded to four local government officials (i.e. governor, city mayor, municipal mayor and? barangay captain) at the Fiesta Pavilion, Manila Hotel. | |
| LOGODEF in partnership with the Asian Institute of Technology (AIT) based in Thailand will act as the umbrella institution in the Philippines of a Canadian International Development (CIDA) funded project called Urban Management Application. The Foundation as an affiliate institution will also assist the Development Academy of the Philippines (DAP) and the Local Government Academy (LGA) in a continuing annual ten (10) month course on Public Management for Local Governance. LOGODEF will provide advisory and consultative services to the Canadian Mission tasked to conduct a strategic review of the Department of Interior and Local Government (DILG) operations. The Local Government Support Program (LGSP) of the Canadian International Development Agency (CIDA) is spearheading this initiative. The Foundation being the regional secretariat if the East and Southeast Asia Network for Better Local Governments will administer an interregional survey of the seven (7) ESEA network member countries to gauge the major achievements in their respective cities after participating in the network. Part of this endeavor, is the preparation for the 12th Regional Conference of the ESEA Network which is slated to be held on December 2-3, 2004 in Singapore. The theme of the conference is "Security Management in ESEA Cities." | |
| LOGODEF, in collaboration with the Department of Interior and Local Government (DILG), pioneered the 1st phase of the project on the development of GIS-based Municipal Base Mapping and Real Property Tax Information System for Balingoan, Medina, and Talisayan (BMT), Misamis Oriental. Components such as hardware and software, training, and the development of the initial datasets needed to set-up and develop the Geographic Information System (GIS) capability of the municipalities of BMT were provided by the project. | |
| LOGODEF and the University of the Cordilleras (UC) initiated a Local Government Capability-Building (LGCB) in Tuba, Benquet, the pilot area for LGCB projects for local governments in the Cordilleras. With this, the CLGDRC (Cordillera Local Government Development and Research Center) was created under the Board of Trustees Resolution No. o6001 last January 28, 2006. Moreover, the UC offered a graduate course in the development management that will be effective 1st trimester of SY 2007-2008. The course is geared more towards capability-building on local governance and will be mainly for but not limited to local government officials. The project of Tuba, Benguet provided services, namely: research, extension of services to local governments such as consultancy, and training. The Phase II of the GIS project in BMT, Misamis Oriental proceeded and this time with the inclusion of Konrad Adenauer Stiftung (KAS) as project partner of LOGODEF and with the funding of the EU specifically the delegation of the European Commission to the Philippines. The project aimed primarily to digitize the official municipal base maps based on real properties as a benchmark in the development of a province-wide Real Property Tax Information System (RPTIS). The project timeline started last June 1 of 2006 and will end in May 31 of 2007. LOGODEF collaborated also with the national Mapping and Resource Information Authority, DENR, and Bureau of Fisheries and Aquatic Resources. The project in Misamis Oriental also extends in the Municipalities of Manticao, Lugait, and Naawan (ManLuNa). Started last October of 2006, this project is a replicate and offshoot of the GIS-project in BMT, Misamis Oriental. An international conference about "Revisiting Decentralization in the Philippines" was held in Hyatt Hotel, Manila last September 18-19 of 2006 with the production from the Konrad Adenauer Stiftung (KAS) and the German Agency for Technical Cooperation and with LOGODEF as one of the organizers. The conference's objective is to help pave the way to inform changes in legislation and also to illustrate steps to a full and meaningful decentralization with in the present legal system. Participants to the conference included members of the House of Congress, the executive branch of national and local governments as well as representatives from the academe, the civil society and international development agencies. |
