This Handbook is a welcome publication in support of the Konrad Adenauer Stiftung’s objective of assisting Philippine local governments in the development of their capability to provide the needed services to their constituents. It is intended to guide municipal governments in the use of performance indicators, service standards and the per capita budget as instruments to measure the extent to which municipal services are being delivered to the constituents of a municipality.
