About Logodef
LOGODEF is a Manila-based non-stock, non-profit organization established on March 21, 1989 for the purpose of providing professional services to local governments in support of central government efforts to promote the continuing development of Philippine local authorities. The Foundation is one of the major institutional partner of the Konrad Adenauer Foundation (KAF) in strengthening local political institutions in the Philippines. The organization is also an advocate of interlocal cooperation.
It's main objectives include: Helping local governments help themselves is the basic philosophy of the Foundation in the promotion of local autonomy and self reliance towards the attainment of effective decentralization.
As such, LOGODEF puts premium in the development of Philippine local governments as the cornerstone of democratic societies.
Specifically, the Foundation objectives are the following:

The organization of LOGODEF is arranged in this order. The Board of Trustees (BOT) is the governing and policymaking body of the Foundation. It is composed of the Chairman, the Vice-Chairman, Board Secretary and three (3) members who represent various sectors in the field of local government management.
In addition to the Foundation's structure there is the International Advisory Board (IAB) that performs advisory functions to the Board of Trustees. It is composed of reputable and multi-disciplinary international experts in fields like political science, public administration, environmental law and public management. The present members of the IAB are the Secretary General of the International Union of Local Authorities (IULA) based in Jakarta, Indonesia, the Director of the Grassroots Program of the Thailand Environmental Institute in Bangkok, the Executive Director of the Advisory Committee on the Protection of the Sea (ACOPS) based in London and the KAS Representative in Manila working with LOGODEF.
On the other hand, The Executive Director in addition to being the Vice-Chairman of the BOT is in charge of the Foundation's day to day operation. He supervises and oversees all programs and activities and liaises with its partner, the Konrad Adenauer Stiftung.
Dr. Gaudioso C. Sosmeña, Jr.
Chairman of the Board of Trustees and LOGODEF Founding Executive Director
He is a former Director of the Bureau of Local Government Supervision (BLGS) and Assistant Secretary of the
Department of the Interior and Local Government (DILG), having served the government for thirty five (35)
years. Prior to his professional experience in the DILG, he was in the College of Public Administration of
the University of the Philippines as a Training Specialist. Currently, Dr. Sosmeña is a member of
the National Defense College of the Philippines (NDCP) Strategic Studies Group, a think-tank for national
security and development administration in the Philippines.
Dr. Sosmeña has a vast experience in Asian local government having served as Local Government Advisor in South Vietnam, Advisor to the Ministry of Community Development in Cambodia, Department of Local Administration, Consultant to the Ministry of Interior in Thailand and the City of Ulaanbaatar in Mongolia. He served as a Project Team Leader in several World Bank sponsored local government and urban development studies in the Philippines.
Dr. Sosmeña holds a Doctoral Degree and Masters Degree in Public administration and agricultural administration background. He also currently serves as Head of the Regional Secretariat of the East and Southeast Asia Network for Better Local Governments, which has its headquarters in LOGODEF, Manila.
Prof. Edmund S. Tayao
Executive Director and Vice Chairman of the Board of Trustees
Prof. Tayao is currently the LOGODEF Executive Director. He is also the founding president of PROBERZ Research and Consultancy and Electronic Pollsters Inc. or ePolls. As head of Proberz he served as consultant to the New Energy and Industrial Technology Development Organization (NEDO) based in Thailand in 2007, in its policy research on Biomass technology. This was in the last quarter of 2006 up to the first quarter of 2007. NEDO is Japan's largest R&D management organization under the Japanese Ministry of Economy, Trade and Industry.
Prof. Tayao is a Thomasian having earned his Master's Degree in Political Science and now a Ph.D. in Political Science candidate in the University of Santo Tomas Graduate School.
Presently, he is an assistant professor at the UST Faculty of Arts and Letters handling specialization courses in Democratization and Comparative Politics. He is a member of various professional and advocacy organizations here and abroad and served as the Secretary of the Philippine Political Science Association (PPSA) in 1999 to 2001. At this time, he was also part of the PPSA Committee on Constitutional Continuity and Change. He served as Executive Director of the Chamber of Commerce of the Philippines Foundation Incorporated-supported Forum of Constitutional Reforms in 2002. At the height of the debate on Charter Change, he formed the Youth for Federal-Parliamentary Philippines (YFP) together with various youth leaders in 2004.
Prof. Tayao has published and presented several papers on Philippine politics in various important conferences in the country and abroad. His areas of interest include, political structural (administrative) and or procedural reforms, and development and governance.
Dr. Mariano Guillermo
Secretary, Board of Trustees
He holds a Doctorate in Education. Worked with the Commission on Higher Education and has a vast experience as
Community Development Specialist for some twenty (20) years prior to his retirement as a Professor at the College
of Education at the University of the Philippines.
Dr. Guillermo was also a one time Training Specialist at the Local Government Center (LGC) of the College of Public administration, University of the Philippines.
He is currently working as a Consultant to various local government capability building projects and research studies on local governance, some of which are within the frame of local legislation and developing performance indicators for local governments.
Mr. Klaus Preschle
Member, Board of Trustees
Mr. Preschle is the current Country Representative for the Konrad Adenauer Foundation (KAF) based in Makati City,
Philippines. As such, he is considered automatic member of LOGODEF's Board of Trustees.
Mr. Preschle was head of the Social and Economic Policies Department of the Christian Democratic Union (CDU) in Bonn, Germany in the early nineties. He served as secretary general of the CDU in Mecklenburg-Vorpommern, Schwerin, Germany in 1993-1995. Prior to his posting as KAS representative in the Philippines, Mr. Preschle was head of the Planning and Strategic Department, CDU Main Headquarters, in Berlin, Germany.
Dr. Milwida M. Guevara
Member, Board of Trustees
Dr. Milwida M. Guevara is President and Chief Executive Officer of the Synergeia Foundation, Inc. She holds a Ph.D in Public Finance and was one time a career Undersecretary in the Department of Finance where she initiated improvement in revenue generation and tax reforms.
Dr. Guevara was one time a Program Officer of Ford Foundation, a member of the Panel of Fiscal Experts of the International Monetary Fund. In 2000, she was advisor to the Ministry of Finance, Kyrgyz Republic. She is also the Chairperson of the Galing Pook Foundation. In addition, she was one time Chairperson of the group of tax experts which was convened by ESCAP, United Nations.
Dr. Guevara has received several national awards for being a public servant par excellence. A policy analyst and a courageous crusader against business tax evaders in the Philippines. She has written several books on public finance.
Dr. Alex B. Brillantes, Jr.
Member, Board of Trustees
Professor Alex B. Brillantes, Jr. is currently Dean of the National College of Public Administration and Governance
(NCPAG), University of the Philippines.
He was former Director of the Center for Local and Regional Governance (CLRG), NCPAG and one-time Director of the Local Government Academy of the Department of Interior and Local Government. He has been a Consultant to various projects on local governments in the Philippines and is currently an ADB Consultant on Local Government Capability Building in East Timor.
Dr. Brillantes received his Ph.D. in Political Science from the University of Hawaii. His Master of Public Administration is from the University of the Philippines.
He has written several professional papers and has edited books and publications on decentralization and local governance.
Dr. Alvin P. Ang
Member, Board of Trustees
Dr. Alvin P. Ang is currently Assistant Professor and Research Associate at the University of Santo Tomas. He
earned his Ph.D in Applied Economics in Osaka University Graduate School of Economics as a Monbukagakusho Scholar
of the Government of Japan. He also holds a Master in Public Policy from the National University of Singapore as
a Temasek Scholar of the Singapore Government.
Dr. Ang has fifteen years of professional experience in both public and private sectors spanning Development Planning, Policy Formulation and Analysis, Investment Research and Economic Forecasting, Academic, Consultancy and Teaching.
Prior to his stint at UST, he was Economic Development Specialist at the National Economic and Development Authority (NEDA) for five years; Chief Program Officer at the Office of the President in 1995; and Economist at All Asia Capital from 1996 to 1998.
He has written several professional papers and has edited books and publications on decentralization and local governance.

Ms. Aquino acts as an Administrator at the same time Finance Officer of LOGODEF since 1993. As Finance Officer, Ms. Aquino is responsible for the preparation of financial reports and banking transactions on both locally and foreign assisted projects. She has also been involved in one of the Foundation's project funded by the World Bank as disbursing officer. |

Ms. Lacson graduated from the University of Santo Tomas with a degree in AB Political Science in 2007. She works closely with the Executive Director in the planning and implementation of programs. She also organizes institutional functions dedicated in forwarding the Foundation's mission and advocacy. |

Jay Vincent F. Valmonte is currently the Program Assistant of the Foundation which is responsible in working with the Program Manager in planning and implementation of programs consistent with the Foundation's objectives. He graduated at the University of the East Manila in 2008 with a degree in Bachelor of Arts major in Political Science. |

Mr. Capule works for LOGODEF as a technical assistant and driver. He´s responsible for maintaining the foundation library and various equipments. |
LOGODEF's capability building process strategies are focused primarily on the Building Blocks of Local Government Capability Building Program.
LOGODEF has also been involved in various programs along these thrusts in view of the specific demands and emerging role of the partner local government institutions. The Foundation fully recognizes that the powers of the local governments have been expanded by virtue of the Local Government Code and which have opened up wider opportunities for joint ventures and other forms of collaboration or cooperation with the private sector and other non-governmental organizations.
The code has also strengthened the local governments corporate and propriety functions. Along these developments the Foundation aims to help fully harness the potentials of productive linkages between the local government, the private sector, national and international organizations.
Central to the concern of the Foundation is the capacitating of local governments enabling them to provide adequate and effective basic services expected out of them. The Local Government Capability Building Project (LGCBP) as the umbrella program was primarily designed to strengthen the local bureaucracy in the implementation of the Local Government Code.

The Foundation has just recently established a data banking resource for local governments the purpose of which is to provide local authorities, as clients, with information on how to manage the same in improving local governance.
At the same time, the Foundation, likewise perform as a resource center as well as provide referral services for local governments.
In connection with its paradigm shift from piloting strategies on local government capability building activities at ground level, the Foundation is now moving as an information resource center for local governments in the Philippines.
These two (2) types of services, information management and referral services are likewise critical to the Foundation as it will begin to perform local government policy analysis once it will relate continuously with the Local Government Committee in the House and in the Senate, Congress of the Philippines.
