The government is the catalyst for development. It is the catalyst as it is the biggest employer in any society and it is one institution that can substantially influence the market through its policies and programs.
Of course this doesn’t mean that the government should compete with private business. Instead, it should be able to provide the right environment where there are enough opportunities for new business to start and even incentives for business to thrive.
Again, considering the LGUs as the forefront of governance, this is one fundamental function and thus should be ensured. In the first place, a vibrant market will only translate to better resources for the LGU as well.
The LGU should then be able to situate it self strategically and formulate the right structure and institutional support, as well as appropriate programs and policies for business to thrive successfully. A full 2-day program and workshop for the LGU may be designed for this purpose.
