April 4, 2019 – The fifth Inter-Agency Task Force (IATF) on the Structure of Federal Government Cluster (SFGC) meeting was held on the Department of Justice Building in Ermita, Manila. Among the attendees included members of the Constitutional Committee (ConCom) Atty. Susan Ubalde-Ordinario and LOGODEF Director Prof. Edmund Tayao.
Early on to the meeting, the participants noted the lack of a prepared minutes of the previous meeting. Professor Tayao stressed the importance of having the minutes prepared before every meeting so as to be progressive with the discussions.
The meeting carried on as usual however, with representatives of the different government agencies in the SFGC inquiring about provisions of the Bayanihan Constitution.
Notable among the questions asked in the forum are with regards to the percentage of vote qualification under the provisions for the party system. Some participants noted that the 5% threshold of the Constitutional Committee is too high and believed to favor bigger parties.
On the other hand, some of the participants support the provision on the 5% threshold, stating that the rationale of the 5% threshold will pronounce the ideological goals of the many parties in the Philippines.
The meeting concluded with an agreement among members that more research will be done with regards to the 5% threshold and recommendations will be laid out next meeting.
