On 18 September 2018, Prof. Edmund Tayao was invited as speaker for the first session of “Consultative Conference on the Impact of Constitutional Shift from Unitary to Federal Government”, the 2nd Regional Assembly of the Vice Mayors’ League of the Philippines (VMLP) Central Visayas Chapter (Region VII). It was held at Tropics Function Room, Bayview Park Hotel in Manila City.
In front of the Vice Mayors of cities and municipalities from the provinces of Bohol, Siquijor, Cebu and Negros Oriental, Prof. Tayao discussed the shift from a unitary decentralized to a federal form of government. He starts by identifying the problems and challenges that the Local Government Units (LGUs)are facing under the unitary form of government and why piecemeal reform approach will not address these issues. He then continues with explaining that federalism would be a better system to empower the LGUs and the Federated Regions to provide efficient distribution of public goods and services.
