On 13 September 2018, Consultative Committee to Review the 1987 Constitution (ConCom) member and LOGODEF Executive Director Prof. Edmund Tayao was invited as a resource person to the “Policy Discussion Forum III”, an event organized by the Armed Forces of the Philippines’ Office for Strategic Studies and Strategy Management (OSSSM). It was held at the Emilio Aguinaldo Conference Room, AFP Commissioned Officers Club, Camp Gen. Emilio Aguinaldo in Quezon City.
In the presence of the different representatives of various units and major branch of the Armed Forces, Prof. Tayao discussed the Philippine devolution experience and comparing it to other devolving and federalizing countries. He also discussed the need to federalize and its impact to national security.
Also invited as speaker is 1986 Constitutional Commission member and former Commission on Elections Chairman Atty. Rene Sarmiento. He presented a primer on federalism and the “Bayanihan Federalism”, the proposed Federal Constitution drafted by the Consultative Committee.
