Members of the Consultative Committee to Review the 1987 Constitution (ConCom) attended and participated in a 2-day event of the Department of Interior and Local Government (DILG) and the Forum of Federations entitled “Forum on Multi-Level Systems of Government – Structural Features and Intergovernmental Relations” from May 11 to 12 at the Sarika Hall of Dusit Thani Hotel in Makati City.
The members of the Consultative Committee informed the foreign expert of the developments in ConCom as well as their future plans on their proposed amendments and provisions. There was an exchange of ideas as ConCom members paneled on each of the foreign guests presentations on the experiences of various countries on federalism.
In the first day, federalism in South Africa, Spain and Nepal were discussed by Dr. Jaap de Visser from the University of Western Cape and Director of the Dullah Omar Institute, Dr. Sandra Leon of the University of York, and Consitutional and Legal Adviser to the Nepalese President Dr. Surya Dhungel, respectively. The second day of the event discussed federalism in Australia and Germany, Canada and India. The foreign scholars who presented that day were Dr. Bertus de Villiers of the University of Johannesberg Law School, Rupak Chattopadhyay of the Forum of Federations, and Sec. Ravi Dhingra of the Inter state Council Secretariat of the Indian Ministry of Home Affairs.
