Last 1 December 2016, Edmund Tayao, Executive Director of Local Government Development Foundation and Jonathan Malaya, Executive Director of PDP-Laban Federalism Institute led the presentation of the Philippine semi-presidential federal model of government accomplished by the Federalism Study Groups of the PDP-Laban Federalism Institute before Senate President Aquilino “Koko” Pimentel III at the the Office of the Senate President, Senate of the Philippines, Pasay City.
Members of the Federalism Study Groups that were also present in the meeting include Dean Julio Teehankee of De La Salle University-College of Liberal Arts, Atty. Al Oxales and Atty. Valery Brion of PDP-Laban and Office of the Senate President, respectively. The imperatives of political and systemic reform was initially raised following the salient features of the model which include the dual executive, its roles and powers, process of election and term of office and the bicameral legislature, the powers of the National Assembly and the Senate. Lastly, they discussed the next stage of this initiative, especially on the phase of advocating federalism all over the country.
