Transparency and accountability are key criteria of good governance. In order to show the public how transparent and accountable an LGU’s governance system is, an efficient built-in public information system should be in place.

To achieve this, the LGU should determine its needs to institutionalize the system, allocate resources for such – especially for cash – strapped LGUs , initiate communications with the public that would not sound like predictable public relations gimmickry or politicking.

With aims of equipping local government bureaucrats in conducting public information that targets its residence and local media organization, the program focuses onthe following subjects: Basics of transparency and accountability in governance; People’s participation in local governance, and informing the public about local governance; Basics about communication and its role in local governance; Instituting a public information system in LGUs for transparency and accountability;!
